THE IMMIGRANT COUNCIL OF IRELAND IS RECRUITING!
The Immigrant Council of Ireland is a non-governmental organisation
and Independent Law Centre which provides information, advice and
legal representation to migrants and their families moving to or
living in Ireland. The Immigrant Council?s aim is to directly assist
migrants in navigating the Irish immigration system and, in turn, the
organisation uses its experience and expertise to lobby for positive
policy and legislative changes within the immigration system and
associated areas.
The Immigrant Council of Ireland adopts a gender perspective in
working with migrants in recognition of the fact that
migration-related phenomena affect women and men in different ways.
The added level of gender inequalities for migrant women is compounded
by the complex experiential intersection of gender-based violence,
reproductive rights and motherhood, economic disadvantage, political
underrepresentation and residence rights in Ireland. In order to
address such inequalities, the Immigrant Council of Ireland commits to
a gendered analysis and approach to the various areas of work, in
particular, in the field of domestic and gender-based violence,
including human trafficking for sexual exploitation and prostitution,
but also in areas promoting the advancement and wellbeing of migrant
women in Ireland in general.
JOB DESCRIPTION
Title of position: Gender Based Violence Policy Manager
Reporting to: CEO of the Immigrant Council of Ireland
LOCATION: 2 St Andrew St, Dublin 2

specific purpose contract, subject to funding. A 3-month probationary

KEY RESPONSIBILITIES:
The Gender Based Violence Policy Manager will:
* Undertake strategic planning and work on policy, political
lobbying, campaigns and messages on anti-trafficking and gender-based
violence related migration issues at the Immigrant Council of Ireland.
* Lead the organisation?s work, in collaboration with the
Anti-trafficking Coordinator and wider team, on European Commission
funded projects as required, which includes the completion of existing
funding commitments and any other projects that may commence in the
future.
* Undertake policy development in line with the Immigrant Council
strategic priorities, in relation to but not limited to the following
areas:
* Assistance of trafficked women and children, in particular through
identification, safe and appropriate accommodation and the development
of comprehensive policy documents on?victims? rights;
* Prevention of trafficking for sexual exploitation through the
Sexual Offences Act implementation;
* On behalf of the Immigrant Council, liaison with the National
Rapporteur on the Trafficking of Human Beings and other fora,
including liaison with and representation at the National Observatory
on Violence against Women/National Women?s Council and the Beyond
Exploitation campaign; US Department of State Trafficking in Persons
Report; Council of Europe GRETA consultations.
* Migrant women and children experiencing other forms of
gender-based violence, such as domestic violence, sexual violence and
exploitation in the sex trade (prostitution);
* Refugee and asylum-seeking women and children;
* Integration and representation of migrant women and various issues
pertaining to the advancement and wellbeing of migrant women, insofar
as an intersection with a migrant status bears relevance.
* Undertake gender-specific work with victims of human trafficking
and other forms of gender-based violence, including but not limited
to:
* Victim liaison and support, as agreed with the Managing Solicitor.
* Case study preparation and production.
* Interviews with victims, with explicit consent.
* Conduct research activities, including but not limited to
conceptualisation, ethical considerations, interview with vulnerable
women, report drafting etc.
* Provide media support and liaison to the Immigrant Council as
required.
* Represent the Immigrant Council of Ireland nationally and
internationally, as agreed with the CEO.
* Provide funding application support in the area of
anti-trafficking and integration as agreed with the CEO.
* Provide regular support and supervision to the staff/interns
within the anti-trafficking team.
SKILLS AND EXPERIENCE:
* Extensive knowledge on all aspects of domestic and international
anti-trafficking legal instruments and policies;
* Extensive knowledge and experience of working in issues pertaining
to gender-based violence and its impact on migrant women;
* Ability to research and draft policy papers and reports;
* Experience in lobbying and campaigning;
* Excellent communications and interpersonal skills;
* Ability to represent the Immigrant Council of Ireland externally
where appropriate;
* Ability to work and engage in intercultural settings and with
vulnerable clients;
* Understanding and commitment to the Immigrant Council of
Ireland?s equality, diversity, anti-discrimination and anti-racism
agenda.
